A Tale of Two Councils: Strengthening AU-UN Cooperation | International Crisis Group

AU-UN Security Council cooperation topped the agenda in Addis Ababa as African Union Commission Chairperson Mahmoud Ali Youssouf met visiting Council members, the AU said. The talks reviewed peace and security priorities and underscored closer coordination through the A3 grouping.

The AU said the chairperson briefed delegates on conflict prevention, support for political transitions and governance reforms. He called for a strengthened partnership with the Council on crisis response, financing of AU-led operations and multilateral backing for constitutional order.

AU-UN Security Council discussions came a day after the AU Peace and Security Council session on Madagascar, where the chairperson reaffirmed the union’s stance against unconstitutional changes of government and urged coordinated action with regional bodies.

The commission also hosted the UN Special Envoy for the Horn of Africa for consultations on regional dynamics. Both sides reiterated the need to align diplomatic, humanitarian and development tools to stabilize affected states.

AU-UN Security Council engagement in Addis reflects a broader push to formalize predictable funding for AU peace support operations, a long-running debate in New York and Addis. AU officials said stronger financing and clearer mandates would speed deployments and improve protection of civilians.

Diplomats said the visit also touched on cooperation with regional economic communities and on AU reform files aimed at making continental responses faster and more accountable. Follow-up meetings are expected with the AU Peace and Security Department and the Joint Task Force on Peace and Security.

The AU urged partners to back initiatives that address root causes of conflict, including governance, youth employment and climate shocks. It framed the talks as part of a sustained effort to align the Union’s priorities with the Council’s agenda in Africa-related files.
