Côte d’Ivoire’s USD 209bn Development Plan Puts Private Investment at the Centre

Côte d’Ivoire presented investment opportunities under its National Development Plan 2026–2030 at a June forum with the Arab Coordination Group (ACG). The plan was described as requiring approximately USD 209 billion, with more than 70 percent expected to come from the private sector.

The ACG announcement, dated 17 June 2026, described a meeting held alongside the Islamic Development Bank Group’s annual meetings in Baku, Azerbaijan. Participants included development finance institutions, sovereign wealth funds, private investors and business leaders.

The government’s stated ambition was to accelerate economic transformation and reach upper-middle-income status by 2030. The forum introduced public projects, private investments and public-private partnership opportunities intended to support that programme.

The USD 209 billion figure is an estimate of investment required across the plan. It is not the value of financing signed at the forum, nor does the private-sector share mean that investors had already committed more than 70 percent of the money.

ACG said its member institutions already supported a development portfolio of nearly USD 4 billion in the country. That portfolio covered areas including infrastructure, agriculture, energy, transport and social development. The existing portfolio is separate from the full investment needs of the new national plan.

For potential investors, national plans can help identify government priorities and where commercially structured projects may be developed. Individual opportunities still require project information, assessment of expected revenues, allocation of risks and clear arrangements for implementation.

The June release described discussion of financing opportunities, strategic partnerships and investment facilitation. It did not provide a complete list of signed commitments or a timetable showing when the plan’s total requirement would be raised. The practical measures of progress will be prepared projects, committed financing and delivery against stated priorities.

This report concerns the investment framework presented in June. It does not describe the entire funding target as secured or the plan’s economic objectives as already achieved.
