A wave of digital transformation in Tanzania is creating new pathways to address youth unemployment, with government-backed innovation hubs emerging as a vital strategy for economic empowerment. As technological advancements accelerate, experts believe these hubs could play a transformative role in equipping young people with the skills and opportunities needed to drive entrepreneurship and job creation.

Recent weeks have seen growing frustration among unemployed youth, with informal groups forming across the country to demand job opportunities. This rising discontent has prompted urgent discussions on leveraging technology as a solution. The Parliamentary Committee on Infrastructure, recognizing the potential of ICT in reshaping the labor market, has called for immediate action to cultivate a culture of technological innovation.

During a visit to the Tanzania ICT Commission (ICTC) on March 17, 2025, Committee Chairman Suleiman Kakoso emphasized the need for structured programs to guide young people in developing market-ready innovations. “The government must implement a strategic framework that enables young innovators to transform ideas into viable businesses,” he stated.

Tanzania has already laid a foundation for fostering technological innovation by establishing multiple technology hubs across the country. Kakoso praised ongoing efforts, particularly the construction of innovation centers in eight regions, designed to provide young entrepreneurs with essential resources, mentorship, and access to funding opportunities.

Deputy Minister for Information, Communication, and Information Technology, Maryprisca Mahundi, confirmed that 17 innovation hubs are set to be operational nationwide, with a flagship innovation academy in Dodoma.

“These centers will serve as a bridge for young people to acquire specialized skills and industry knowledge,” she noted. “Rather than relying on foreign expertise, we must cultivate and invest in our local talent.”

With the rapid expansion of the digital economy, experts believe sectors such as fintech, e-commerce, agritech, and artificial intelligence present significant employment opportunities.

Dr. Jane Mrosso, an ICT policy expert, highlighted the potential of the gig economy in absorbing young professionals.“The rise of digital platforms allows young people to engage in remote work, online freelancing, and software development, providing a sustainable income,” she explained.

Despite these advancements, many young innovators struggle to turn their ideas into profitable ventures due to a lack of funding, industry connections, and mentorship. Kakoso pointed to several promising innovators in Njombe, Morogoro, and Songwe, who developed groundbreaking projects but lacked the necessary support to scale their businesses.

To bridge this gap, the government is actively working on legal protections and financial incentives to support young innovators. Mahundi emphasized that formal recognition of innovations would not only protect intellectual property but also ensure access to funding and business development support.

Mentorship remains a critical factor in the success of these hubs. Experts warn that without experienced industry professionals guiding young entrepreneurs, these centers may struggle to deliver meaningful results. Kakoso stressed the importance of equipping these hubs with qualified mentors to ensure that innovative projects transition into sustainable businesses.

The private sector is also expected to play a crucial role in funding and scaling tech-driven enterprises. Innovation consultant Kennedy Mbelwa highlighted the need for collaboration between the government, financial institutions, and technology firms. “Government initiatives alone cannot meet the scale of investment required. Banks, investors, and private tech companies must step in to support these innovators,” he said.

As Tanzania continues its digital transformation, experts believe that innovation hubs will be instrumental in shifting the mindset of young people from job seekers to job creators. By fostering a strong ecosystem of technological development, the country can pave the way for a thriving, innovation-led economy.
