S&P said the projected borrowing would be about 10% higher than the previous year, reflecting heavier refinancing needs and tighter fiscal positions. In many African markets, a combination of higher global rates, currency volatility, and limited concessional flows has increased reliance on commercial borrowing, even as investors demand stronger policy credibility and transparency.

The borrowing profile is not uniform. More liquid issuers can return to markets earlier, while others rely more heavily on domestic issuance, bilateral loans, or structured transactions. Where domestic markets absorb larger volumes, governments can face higher local yields and crowding-out of private credit, affecting SMEs and household borrowing.

Debt management has become a core operational issue. Liability management tools—buybacks, exchanges, and maturity extensions—are increasingly used to smooth repayment peaks. But such operations require careful sequencing and credible communication to avoid spooking investors. For countries already in restructurings, legal and comparability-of-treatment issues can create delays that keep uncertainty elevated.

For businesses, large sovereign borrowing needs can translate into tighter liquidity and delayed public payments. Contractors and suppliers to government often rely on predictable payments to maintain payroll and operations. When cash management weakens, the private sector tends to reduce investment and extend payment cycles, which can slow growth.
