Uganda launched a platform on 5 November to help prepare climate projects for financing, targeting investment in nature conservation, energy, agriculture and tourism. Vice-President Jessica Alupo opened the Uganda Climate Investment Platform in Kampala.

The Ministry of Water and Environment said the platform would help develop proposals that can attract financing from Ugandan and international investors. The ministry listed renewable power, more climate-resilient food production, agro-processing, wetlands restoration and ecotourism among the areas for investment.

The Office of the Prime Minister will oversee the platform. The environment and finance ministries and the National Planning Authority will share technical coordination and secretariat duties. The ministry named the NDC Partnership, Britain’s Foreign, Commonwealth and Development Office and Denmark’s embassy among the supporting partners.

The ministry identified green bonds, carbon markets and blended finance as possible ways to fund projects. Blended finance uses public or development funding alongside private capital, often to reduce the risk of an investment. The ministry’s launch announcement gave no list of funded projects or amounts approved under the platform.

Alupo told the launch that prolonged droughts, floods and unpredictable rainfall were affecting agriculture and livelihoods, Nile Post reported. The platform will bring project preparation and funding coordination for the four sectors under a shared arrangement.
