The United Nations Development Programme is seeking consultants to assess Zanzibar’s proposed Chuini fishing port on Unguja, including how to finance it and whether private operators could run facilities such as cold stores and fish markets. Proposals under the procurement notice issued on 26 October are due on 16 November.

The consultant will assess the port’s environmental and social effects, how it could withstand climate risks and what it could cost the government. The work covers Chuini only. UNDP excludes site visits, assessments and modelling for the separate proposed fishing port at Shumba Mjini on Pemba.

The procurement notice says the core port infrastructure is expected to be financed through a concessional sovereign loan. It names the Asian Infrastructure Investment Bank as a potential source of financing and says any financing would require the lender’s appraisal and approval.

The consultant will also examine where private operators could take part. The notice identifies ice production, refrigerated storage and transport, fish auctions and markets, along with related commercial and tourism facilities. The study will assess how those facilities could be financed and operated.

The studies follow an earlier feasibility assessment. In its 2025/26 budget address, Zanzibar’s Ministry of Blue Economy and Fisheries said it had completed feasibility work for the Chuini and Shumba Mjini fishing ports in cooperation with South Korea. A Zanzibar House of Representatives committee visited the proposed Chuini site in March, Daily News reported.
