World Trade Organization members have advanced discussions on the second review of the Trade Facilitation Agreement, keeping the implementation of border reforms on the multilateral agenda. Participants reaffirmed their intention to conclude the review by the end of 2026.

The committee met on 21–22 October, according to a WTO Secretariat account. Discussions included implementation support and technical assistance, alongside proposals for future committee work.

China also presented its approach to benefits for authorised economic operators. These are traders meeting specified criteria who can qualify for additional facilitation measures under the agreement.

InAfrika’s assessment is that the operational details deserve close attention from African traders and logistics companies. A review discussion should be distinguished from a new domestic customs rule: businesses need to check the procedures actually issued by the authorities handling their shipments.

The practical questions concern eligibility, documentation and implementation dates. Exporters can use those questions when discussing border procedures with customs agents, while avoiding assumptions that an international committee meeting immediately changes clearance requirements.
